    looks like water falling from above. need a zoomed out photo though.

    what could be a bigger problem though, is that the top of the foundation we see along the bottom of the wall, or is it a very narrow footpath? i hope its just a very narrow footpath!

    also another problem, DPC visible out under the door - bad news - water can and will track in there??

    This render looks very damp. There is algae on the plinth which suggests that this never really dries out. The plinth does not look finished. So apart from the appearance, what is the problem?
