Change of use, office to medical. Architect or technician?

    I'm going to rent a property that has planning permission for an office use and set up a dental practice in there. No structural changes to the building are needed but I got to know that a planning permission is required for this anyway (correct me if I'm wrong).
    I was advised to hire a freelancer arch technician to file the application for me as this would be significantly less expensive than architects. Are there any restrictions as who can submit the application on my behalf? In other words does it need to be an architect or can it be a technician according to the law?
    I understand that the company hiring 50 famous architects would have superior experience and manpower. All I need however is the change of use - no fancy design.

    anyone can submit a planning permission - nothing wrong with an arch tech doing it

    Anyone can lodge a planning applicaiton, i think you will find there may not be a huge disparity in prices. IF changing use you will need to lodge a Fire cert & Disability access cert & if these happen after March then your agent will have to be registered.
