I notice for the past few months along the side of the N77 and R639 roads that the verges are being dug up to bury blue pipes... what is this for?

Locations: Between Durrow and Abbeyleix N77, Between Jenkinstown and Dunmore N77 (Very close to new roundabout), Outside Cullohill village R639.
