The Walker WP6500TTR-HD is the only Saorview approved PVR on the market atm, non-approved PVRs such as the one you mention also work but all functions might not work 100%.

Use the Saorview coverage checker to find the recommended transmitter for your location - http://www.saorview.ie/get-saorview/make-the-switch/coverage-map/

Group A aerial for Three Rock or the new Group T aerial recommended for Kippure.

Find a list of registered installers here - http://www.isaa.tv/isaamap.htm

I would think that a decent installer would prefer to supply the aerial they are going to fit.

Also, you are aware that Saorview is very limited in terms of channels? Just RTE, TV3, TG4 & their offshoots, no UK channels. You would need a satellite dish (& receiver) for reliable UK reception.

Nice mark up on it, especially if its a contract.

Well, if I had to give a blind recommendation to someone in the Dublin city area, I'd go with something like this: http://www.vision-products.co.uk/catalogue/product/V10-28L.

Will work equally well with Three Rock or Kippure & claims good rejection of the 4G 800 mHz frequencies.

They have a good reputation in strong signal areas where reception could be problematic. Similar gain across the UHF band but low on gain overall.
