I am renting out my apartment. But there been three letters about paying the TV licence. How do I go about telling the TV licence inspector I don't live there anymore and transfer the license to the new tenant..

Don't transfer the licence to the new tenant - take it with you. It's the tenants responsibility to get a licence themselves.

    Transfer your licence here: https://www.tvlicence.ie/ChangeAddressLogOn.aspx

No need to do anything, the OP didnt even say they have a tv (yet),
The occupier is responsible for the tv licence, could just ignore it or just ring to tell them you dont have a tv there, which wouldnt be incorrect.

Your local main post office will have someone who looks after such matters.
I think I remember also getting letters when I moved. There should be a contact on the reminders.

I presumed they were getting the letters addressed in their name and since they mentioned transferring the licence I took it that they already had one.

    Perhaps the OP can clarify?

When I moved out of my house I just sent a email stating I no longer lived at that address. I gave no details of who lived there anymore and the reminders were then sent to the Occupier.
