    Is this the new name for the MSCA?

    I always thought you had to pass 4 Microsoft exams to get this qualification, but I heard that Comptia exams are also counted- is this still the case?

    Currently, I'm Comptia A+ and Network+ certified , and I'm currently doing MCTS in Win 7(70-680) which I plan to pass soon. So, if I then do an MCTS is Server 2008, will I be MSCA/MCTIP certified ?

    No. MCITP is different and on its way out anyway.

    I'm pretty certain the Comptia exams don't count anymore either; and the setup you're proposing is how things worked on Server 2003 era exams.
