In general, is there a rule for what happens if the executor of a will is deceased before the will in question has been enforced ?
Say for example a man makes his brother the executor of his will but the brother pre deceases him, but did not appoint a new executor ?

From the Probate section of courts.ie:

    3. Grant of letters of administration with will annexed.

When a person dies leaving a valid will and a person other than the executor applies, a grant of letters of administration with will annexed issues to the person entitled by law.

It would be routine to appoint two executors to act jointly and also to have a spare one mentioned to step up if one of first two unwilling or unable to undertake the job.
