Local needs ???

    1) Do all of the 26 counties have a "local needs" criteria for building a new home on a site like county Meath ? It seems if you are not born there if you do not have kids going to school there and if your granny did not go to mass there for the last 80 years you will not get planning permission (I am joking about the last bit) seems a bit extreme to me.

    2) if a person buys a small bungalow in Meath and would like to re roof it to turn it into a dormer bungalow and maybe a small extension should it be hard to get planning permission ? Would local needs apply ? Would there be any restrictions on when you can sell it ? I have heard if you build a house you have to sign that you won't sell for 5 years or something like that.
