Not that particular error.
Hope this doesn't sound condescending but do have permission to download it to the machine you're running? And are you installing the correct version for Windows?
In the meantime, if it's urgent you can use this to produce LaTeX stuff.

It's on windows 7. Not sure what problem is, says its free to download.0 -
