Cloud business requirements

Wondering if anybody could give an overview of what a small business in Dublin city centre, planning to provide basic cloud computing services (SaaS) would require in terms of connectivity? The business would naturally have its own servers, which would have to be routable. I'm afraid that my knowledge doesn't extend far beyond the broadband requirements of domestic users.

Who would you be planning on providing these services to (what sort of businesses)? What sort of bandwidth requirement would you require? Have you considered the server architecture/security requirements etc?

Why would you buy bare metal when you could rent it from Amazon's S3 platform, the more you use the more you pay (scaleable) and you wouldn't have to worry about bandwidth.
