I am having a lot of non payers on eBay lately and wonder is it a good or bad idea to upgrade to a Premier or Business PayPal account so that buyers cannot purchase without having to do instant payment first, i am not a business seller, i sell maybe up to 300 - 400 Euro per month, if any one that has upgraded there pay-pal…
