Receiving JSA but I think I qualify for JSB

    A friend of mine asked me a question I dont know how to answer, but then I thought about all the smart cookies here on boards.ie :)

    My friend has been receiving JSA for between 12-16 months.
    He always had a part time job, but did not have enough PRSI contributions when he first signed on to get JSB.

    Now he should have enough contributions.
    Working part time 30 weeks a year in 2011, 2012 and 2013.

    He wants to move from JSA to JSB, because JSA is means tested.

    Is this possible?
    I dont think there are any provisions for moving from JSA to JSB (everything result on google is the other way around), so I was thinking he should sign off in December, then apply in 2014 and start on JSB.

    Anyone been in a similar situation care to share some insight please

    Has his circumstances changed and he no longer qualifies for JSA.

    If his circumstances has changed for better or worse then he is obligated to inform welfare of this.

    If his work pattern has remained the same e.g. he is working 3 days a week all the time then he will not qualify for jsb as he will not have incurred a substantial loss of employment.

    He is considering moving in with his GF, but is also trying to quantify the impact this would have before making a decision.

    He is expecting to suffer a substantial loss of employment soon :(

    I'm only looking for 100% legal answers here, I think what I am describing is perfectly logical but perhaps a little uncommon.

    Person was full time employed, became unemployed, picked up part time work.
    Person qualified for JSA but not JSB.

    Now person has been working part time for a number of years. What is likely to happen is that he will lose this part time work, and is considering moving in with his girl friend.
    If he qualified for JSB, this would be a no-brainer. However if on JSA he might lose more than he saved.

    The perfectly legal question I'm asking, is can he move to JSB since he would appear to meet all the criteria. Can anyone advise please.

    If he has a substantial loss of employment he can move to JSB once he has the qualifying contributions.

    This is what I'm hoping, but why are you so sure? I have not been able to verify this online.

    Is it a case of just go in and talk to them? I've never heard of someone moving from JSA to JSB

    If he qualifies for jsb then he can receive jsb. It doesnt matter if he was on jsa beforehand. The only thing about jsb is that he will have to let Revenue know as it is taxable.
