I need to do a restore on my iPad. Firstly, do I need iTunes to do this when I'm restoring it as new?

Also, what's gonna happen if my iTunes isn't the most recent version?

You can erase all content and settings on the device which is almost as good as a restore but not quite. And to restore to the newest software you'll need the newest iTunes.
