Construction work done on house, paid builder, he didn't finish few little jobs

As the title says i recently got some construction work done on house (extension), paid the builder, he didn't finish few little jobs (electrical), left some tools in the house. I've contacted him countless amount of times to ask him to finish the job, or to give us the money back for the electrician so we can pay another electrician to do the job, he ignores my phonecalls and texts. (which i know he is getting because he did answer my partners texts basically telling him that he doesn't know what he is talking about)

My question is, can i sell his tools to get my money back? (paid another electrician €200 to finish it)

Please do not tell me that i should not have paid him up front, i know this! big mistake, i know! he is a friend of a family member so i thought i could trust him

Possession is 9/10ths of the law ;)

Sell them and if he calls about them, repeat his line "I don't know what your taking about"

Or ideally send him another text saying he has X amount of days to return the money or you will sell the tools to cover the cost.

Will the tools come anywhere near the cost though?

I have sent him texts telling him that they will be gone by a certain day, I still get no reply.
He did send someone to the house to collect them a few months after the job, I told them to tell him to come himself so we can talk about the situation. He insists he did not send anyone to my house and again further ignores the situation.

I am afraid to sell them incase i can get in some sort of trouble because they are his. They will not come near the price of the job, probably less than half, but to be honest i don't want hem in my house any longer either
