Rotating scanned image several degrees

    I have a scanned image which is slightly rotated (not true horizontal) which I want to place in a report.

    Unfortunately I'm unable to scan the image again.

    Is there any way I can rotate the image slightly to make it horizontal?

    I know in MS-Paint it's possible to rotate images by 90 or 180 degrees, but I only want to rotate this image by about 10 or 20 degrees.

    Photoscape will do that for you,its free software.

    The Gimp (Gnu Image Processor - careful what you google for when searching for the gimp :) ) or irfanview will do it for you too - both free software.

    Personally I think http://www.getpaint.net/ is the best free image software - its a little easier to use than the others.
