can someone explain the new reference pricing legislation?

I heard an ad for it on the radio but it was as clear as mud as to how it affects the consumer.

The price the state will pay for a list of drugs (currently only Atorvastation, e.g. Lipitor but rosuvastation, pravastation, omeprazole and esomeprazole are on the list to go on along with more to come) will be set against the price in other European countries. This is the most they will pay for it on a state scheme.

As a private consumer it means that the price you'll be paying is likely to come down a lot - for those drugs.

http://www.hse.ie/eng/health/hl/Generics/ref/ - the reference prices will all be up there, pharmacies generally charge anywhere from a €3 dispensing fee through to a 50% markup and a €7 fee on top of the cost price.
