NCT cancellation fee - New owner

I recently bought a Honda Civic, as a fixerupper.
Purchased it just under a month ago. Left it in for a NCT Today, and got a call saying I need to come in and pay €22 for a cancellation fee. I explained that I was a new owner, and that it wasn't me who missed the last date.
I was told to ring the head office tomorrow and ask for a refund on the cancellation fee, as the tax book is in my name after the date of the scheduled test, along with a different name.

Does anyone have any experience with this? Do I have much, if any, of a chance to get my money back here? I know it's only €22, but I don't fancy giving them more money then I have to.

I would guess you have every chance of a refund. Did you actually have to pay the €22 before they would test the car?

Yup. Said they can't take it otherwise, as the system tells them the price to charge and he had no way of changing it.

Nice one! Looks like I have some hope. At least that'll pay for it's re-test. Bloody thing failed on emissions :(

Is that why the previous owner flogged it rather than retesting it?

It's possible, but I doubt it.
Guy at the center said the booking was it's first in a year, but never showed. I doubt he knew it was going to fail on emissions? Car was cheap enough, and depending on what's needed to fix emissions, it could still be a decent bargain.
It also failed on the bushings, which will be fixed within the week. I'll ask the mechanic what's the fix for it.
