I'm guessing it's something that's trying to launch automatically on startup/login, which means that Sysinternals Autoruns is probably the best way to find out what it is and remove it. Run the program and look under the "Logon" tab for any sign of it. If you find entries for it it, you can disable them (untick the box next to the relevant line) or delete them (hit Delete - you'll need to be running Sysinternals with admin privileges to do this).

As far as its identity goes, it could be something that comes preinstalled on a new computer which doesn't work properly or which has been broken by some changes you/some other software has made; it could be a badly-configured software installation fumbling the "run on startup/login" process; or it could be a lingering remnant from something nasty.

If you're still having trouble, please let us know the following details to help narrow down the problem:
    • What version of Windows are you running?
    • What make & model is your computer?
    • Is this a brand-new machine with the fault occuring since day one, or an issue that's developed after a period of stable operation?
    • Have you installed or removed any software packages immediately prior to the problem starting?
    • For Windows 8/8.1 - have you installed a custom launcher/start menu utility? If so, which one?
