Are you allowed buy cattle if you are due a herd test. I know you can't sell if herd test not completed in last 12 months, but are you allowed buy?

Yes.
If it goes too far overdue you will get notification that you can't buy in stock.

yes you can buy but if one of bought in ones go down in test I fairly sure you won't get the compensatory payment.
