What's the difference between an IT and a university?

I was checking courses and saw that Institute of Technologies had a wider range to offer as opposed to Universities. Is there a major reason for this? And if I attended an IT, would I have to go to University again?

In its simplest form, ITs are tasked with teaching, universities are tasked with the advancement of knowledge.

In reality, both offer degrees all the way up to PhD level, however ITs are seen as more applied, universities are more theoretical. ITs typically do not offer courses in the Arts, they tend to focus on business, science, engineering and technology.
