Not heatingt water is most likely zone valve problem .

Pressure is a different story , problem with expansion vessel . What's the cold pressure set at ? Youll need an rgi to have a look

Might be related. Water level low with highest point dry, i.e. cylinder coil. Heating on, high pressure as expansion vessel knackered.
Equally could be 2 different issues.

You need to check the pressure when the system is cold. It should be circa 1.3 bar. Once this is established, the next option can be suggested.
High pressure generally is a symptom of expansion vessel issue.

If the diaphragm is not split, air is free so just labour charge. If it is split a replacement will be €100 - €130 plus labour. Must be done by a RGI for both jobs.
