strip paint off or not?

    just wondering
    when they painted the walls originally in the house(bout 10yrs ago)
    they put on a vinyl coat on without priming first with watery emulsion

    it's flaked off in spots ..should i strip the whole lot before painting or whats the best plan?

    sand down walls fill out where nesserary and one coat pva solution thinned down 25 per cent with water coat all flaked aera with solution leave one hour then two to three coats of paint take your time great finish
