Seized rad valves

    Have a problem with central heating. It is gas combiboiler. The system is fine and all the rads are working except one. It stays cold and the 2 valves at the bottom are jammed and will only turn one third of a revolution (other rads open or close with 5 or 6 revolutions). I think they are open - there is no reason for anyone to have closed them. The landlord put an anti corrosion fluid into the system last year through that rad. The system hasn't been used all summer. Have tried to bleed it and its full to the top with water.

    I can't understand why both valves would seize together. It is like they are blocked. Could the anticorrosion stuff have sedimented out and blocked the valves? What is the best thing to do?
