Burst water pipe on the road. Who to call at this time?

Hiya There seems to be a burst underground water pipe out on my road. There is a continuous stream of water coming up and is starting to create a pretty big pool at the end of the road. Any info I have found online said to ring the local county counsel and they wont be around till the morning. Is there an emergency number…

Hiya
