Connecting Pc to hd Tele

I have a dell optiplex 755 running Windows 8.1, Could do with some advice on what wire is required to connect it to the Tv, its a philips HD 32". I got a wire off ebay, a vga and a hd connection, but it doesn't seem to work?? I have been told too the video card might need to be updated before you can connect it to a hd…
