Divorce after 17 year separation

    Hi, does anyone knows how to get divorce in Ireland if marriage was taking place in Latvia. Both parties lives separated for 17 years and have nothing in common no children.
    Both parties are from Latvia, one still leaves in Latvia, other is Resident of Ireland for 6 years. Problem is that party who lives still in Latvia may not be happy to sign any paperwork at all just because he don't feel like it :)...
    Is there any way to go to court here and just end this marriage without other party just because they are separated for 17 years already and he is ex convict as well...
