    Interesting quote from that:
"As the president has said, the United States is reviewing the way that we gather intelligence to ensure that we properly balance the security concerns of our citizens and allies with the privacy concerns that all people share.

It's good that there's an acknowledgement that privacy concerns are universal.

The article's not clear so it may be "metadata" (call times, duration, to whom, etc.)

Reports are emerging of Angela Merkel's phone being hacked by US authorities. Obama has denied this.

Outside of US hosted websites / applications. How could US agencies do this? How could they record conversations?

Could be they guessed the pin number for her voicemail like in the Milly Dowler case. Most people don't change it from the default 0000, and with only 10,000 combinations, its not beyond an NSA staffer to set up a war dialler to brute force it.

For voicemail ok. But recording conversations? They would have to have hacked Vodafone Germany in a serious way (bypassing all the Legal Intercept gear)

Some malware on her phone would do it. Its very easy to do, especially if you have the NSA's resources at your disposal.

Lavabits owner said the us government wanted his encryption keys so they could read what senders were saying their emails. So merkels phone maker probably handed over the phones encryption keys

Back then if you had not changed from the default 0000 it was easy to "hack" someones phone lets say your # was 087-1234567 if i wanted to listen to your voice mail all i had to do was dial 087-51234567 and it would go straight to the voice mail function.

Great news! We should ask the NSA for the tapes of what she, and her minions in the Troika, really said to Brian Cowen on the night of the bank guarantee.

SO The us was listening to at least 20 foreign leaders ,
it seems this is for economic ,or political info ,
GERMANY Is an ally of the usa,
AT this point the justification that surveillance is for the prevention of terrorism is just a cover up,
its more like the usa has built up a massive surveillance system ,
AND is just recording anything they can.from any country .
if they cant get backdoors, into an os,

THEY simply demand the encryption keys from all us companys ,which would include mobile phone companys.
And some routers may have backdoors built into them.
they were spying on eu politicians and meeting s,
the internet as it is now is A machine for surveillance ,
it Needs reengineering from the ground up to provide more privacey
    to an average user .
MAYBE reduce the amount of european data that goes thru american servers unless its absolutely necessary .

I think most of the spying on germany is for economic
    or industrial reasons .
GERMANY is not iran, its not an enemy or threat to the us state.

AND europe is at the point of signing a trade agreement that
gives american companys more power and the ability to sue
european governments if their profits are being reduced
    by environmental or health regulations.
