Eligible for postgraduate loan in the UK?

I did a search here and I can't find a definite answer. From what I can tell, UK students can apply for a loan in the UK for postgraduate fees, and they don't start paying it back until after they start earning over a certain amount. Can Irish students apply for this too? From what I can tell, they can. So as it's a loan…

Can Irish students apply for this too? From what I can tell, they can. So as it's a loan and not a grant, is it easy to get? Do you have to meet any residential or any other criteria? Has anyone here done this?

Edit: Yeah the official UK sites seem to say "You may be eligible if you're a EU resident", so not very definite.
