    So...if the Irish Government takes the approach of cheapest tendered solution wins, As well as the i don't care attitude to security, As well as the fact that international links terminate here in Ireland.

    Now, considering the fact that these international links are now known to be intercepted.

    Does the Irish government actually know what portion of the communications links (fiber, satellite etc) are actually tapped into by foreign entities? ....NO

    Does the Irish government actually know which of these communications links are actually tapped into by foreign entities? ...NO

    Can the Irish Government actually detect these interceptions .... NO....it doesn't have the money to do so, everything is based on lowest tender cost...of course..


    Has the Irish Government specifically provided authority for these links to be intercepted?
    For example between Ireland and the US or even between Ireland and the UK?

    Of course not...

    What about the Irish Governments own communications based on these "international" standards??
    Doesn't count for much more any longer does it?

    I'm thinking either you forgot half your post when you hit "post new thread" or you hit "new thread" instead of " new reply" .... (were you responding to the PRISM thread?)

    if its a new thread:
    any chance of a bit more structure to your post? maybe a piece to let everyone know what exactly it is that you are making a point about? Are you making a point or asking a question? maybe a link to an article or two that you are referencing?

    as for Govt. tenders: yes the general rule is "cheapest option please!" - wouldn't people be complaining if the rules was "automatically accept the highest cost?" but each tender has a review process that, quite carefully, marks the proposals and costs of each tender. Its quite a long and involved process and, if done diligently, leaves no stone unturned. I'm not saying it *cant* be corrupted, I'm just saying that you mention lowest tender twice as if its a bad thing, its not and cost is also not the only criterium considered.

    Security - I think you are wrong here. Any govt. department I have worked with has had serious security policies and a pretty good security setup. The only time I've been given free reign on a govt provided network was when that network was designed to give visitors free reign. As I say, I think you are wrong on this but I could be mistaken. My opinion is formed after working with the Dept Social Welfare, Dept. Justice and the Dail offices over the years. Perhaps your experience with govt IT departments has given you a different picture?
