    My nephew bought a car off a friend of a friend and emigrated a couple of weeks later and left the car behind. Anyhow he never received the registration cert and has been told this was lost and has no proof of purchase either. Now his brother wants to put the car on the road to use her for work I know you can apply for a duplicate reg cert but the last time this car was taxed was 2011. Am i right in telling him that he could be liable for the two years back tax with him having no proof of purchase.Nice car and was cheap but pity if she has to be scrapped.

    The easiest way to deal with this is to get the 'friend of a friend' to apply for a replacement VLC.
    Simply put, if the car is still in his name he is only applying for a replacement VLC, rather than trying to create a new VLC which involves forms signed by a Garage, a Guard , a Notary etc.
    Then just get them to transfer ownership to the brother. He will only be liable for Tax from the Date of transfer of ownership and the 'friend of a friend' will not be liable for anything.
