Windows 8.1 mouse problem

this video is basically what im trying to do. when i do it and click off the mouse options, the inverted scrolling goes back to the way im tyring to get rid. only happened when i downloaded the 8.1 update today :mad: any help? http://www.youtube.com/watch?v=_6VHmD3EeEU
