Cork City - Messed up traffic lights with virtual right turn fly lights.

There are quite a few junctions in Cork City that have a very odd behaviour where they seem to be programmed as if there is a right turning fly light, when there's none.

When you're approaching the junction, the cars coming towards you are held while there's a full green with no indication whatsoever that you can turn to the right safely.
Local traffic knows this is the case, and anyone sitting waiting or hesitating tends to get blasted out of it.

The other problem is that I've seen drivers assume that they could turn across other junctions that do not have this setup and nearly cause head-on collisions.

I don't know if it's lack of funds that the City Council can't afford fly lights, or what's going on but it's completely incorrect.

    The places I've noticed it:

    1) Junction behind the Elysian that leads on to the South Link

If you're coming from the Garda HQ side (See street view above)

    2) Lights on the Silversprings Flyover Bridge. They hold traffic from the port, while displaying a full green to oncoming traffic:

    3) Junction of North Ring and Ballyhooley Road:

    ...

All it's doing is causing people to hesitate and miss the light and also encouraging bad driver behaviour on other junctions because people assume this is how the lights should work on properly setup junctions!

Got caught on the north ring/ballyhooly one yesterday... Was expecting the oncoming traffic to move off at any second.
How on earth are you supposed to know it is safe to turn?

Probably because they're LOCAL LIGHTS FOR LOCAL PEOPLE.. a bit like that shop on League of Gentlemen.

It's just completely ridiculous. I doubt adding a fly light could be THAT expensive.
