Just wondering if someone would be entitled to rent allowance when their only income is state maternity benefit?

The conditions say you can't apply if you are in full time employment and technically on maternity leave you're still employed.

One of the girls in work was asking and I can't find the answer anywhere - the welfare site does state you can claim FIS though
