Looking into buying a car but the tax has been expired a few months now I don't fully know what way the new tax laws work. If I change the log book over to my name how does it work? Does it need to be back tracked or what? Thanks in advance

There is no change for your scenario, just get the car signed into your name and pay the tax from that point forward.

So no need for it to be back taxed or declared off the road?? For that period of time?

No and even if there was, it wasnt your car then so it wouldnt be you who has to worry about it! You only tax the car from the point you own it, the rest is effectively written off.
