Part-time Education Option

I hope to go back to do my Business BA in the form of evening classes next year. I don't want to go back to full time education as that would trap me into another three years of living on the dole/back to education allowance, and evening courses would allow me to work (fingers crossed) during the day.

In the case that I don't get a job, am I entitled for a part time education option? The wording is a little ambiguous on citizen's information:

You can take part in a part-time day course, evening course or early morning course, distance education or a part-time course under the Back to Education Initiative (BTEI.

Does the course have to fall under the BTEI? Because they're all FETAC certified and this is a level 7-8 course.
