Dual flush toilet problem

    My dual flush toilet has been filling up very slowly, ie it would take 20 minutes plus to refill. So I took off the push buttons and had a look. The only water getting in was at the top of the inlet stack (wrong term I know) where the water comes in. There was a small jet of water leaking from where the float arm attaches onto. I looked under this to where the inlet pipe comes in and I saw a black washer. I moved this and the water flooded into the tank and it filled up rapidly.

    Trouble is, the water won't now shut off, ie the float isn't working and water is spilling down into the bowl and I can't stop it, short of cutting off the mains water. I've tried adjusting the black washer but to no effect. The water is still shooting into the tank and flowing into the bowl.

    Any ideas?

    The toilet has just emptied the tank in the attic so I can at least take it apart to look at it now. The inlet stack appears to be clear but the rubber washer on the float arm is cracked and broken. Could this be the issue? Don't see how this could be allowing the water to still flood into the cistern. Manually raising the float arm doesn't stop the water either. I'm off to have a look in Woodies for a replacement but if someone has any ideas, I'd appreciate the advice.
