Dont think the tax is a problem, as long as he as a NCT.

Yes. As long as he has insurance.
Whether he had nct or not can have no bearing on whether the insurers pay out other party claims.
Sure they could refuse to pay him but cannot refuse to pay for damage he causes.

He said it was my fault and not his, no witnesses to accident as it happened on a country road, he has no tax and no nct, can he try to claim from my insurance?

Your word against his, as no witnesses.

Report your version of the accident to your insurance, and report it to the garda also, they will look for his tax and nct or at least they should

I'd say even if he had no insurance he could still claim from your insurance if it was really your fault.
