not permitted to be used in populated areas in Ireland - there is always an exception to the rule (like everything in Ireland) ...so there are ways to get permission (ie. if you work for the army/gardai and are using the quadcopter or UAV to film an event etc)

there are laws surrounding privacy issues also which would need to be addressed.

those in the radio controlled hobbies section of boards would be able to tell you better

afaik, the law is vague around these.
but a couple of people did recently get in trouble over violating the no-fly-zones around the aras, and mountjoy, iirc.

Under EASA (European Aviation Safety Authority) You are required to hold a class A licence for quadcopter's that carry any filming/photography device.

Also they are not permitted within 5miles of an airport/airfield, they need to be within line of sight at all times.

And remain clear of aircraft by at least 500ft and are not permitted to be used in controlled airspace.

Under Irish Aviation Law they fall under endangering an aircraft in flight with hefty fines and jail time.
