Hi, just started first year. I started an undergraduate course in September. Due to extreme personal circumstance, I don't think I will be able to continue this year and have already missed a lot of college time.

Is there anybody I can talk to about a refund of fees in extreme situations?

In most colleges you need to fill out an official withdraw form with the admin office as soon as possible and then sort it out with the finance office. I am not in NUI but this is how it works in many colleges.
