Theoretically yes; practically no. It's all about making a balanced and interesting game, for example using WoT battle style (15 vs. 15 random battles) as basis you could have people work on leveling their submarines & other team being the guys who'll try to kill them (you choose both sides before being randomly assigned) with NPC convoy to kill/defend for the game victory.
