Special PSV vehicle permits?

Does anyone know if an online collection or list of these "special vehicle permits" exists? These are for the licensing odd one-off vehicles which AFAIK do not comply with the standard Construction and Use regulations, such as Fire Engines and stretch limos being used as PSV's?
