I recently started driving and bought a '07 Citroen Berlingo and have noticed that the lights come on automatically and also they stay on for a while even after I have shut off the engine. Is this normal for a Berlingo?

Sounds like a normal autolamp function to me. With most of them you can control how long the lights stay on after switch-off, or disable the autolamps altogether.
