    Does anybody know if an employer can hire new full time staff without offering the hours to current part time staff that would be looking for full time work??

    Quick answer: Yes.

    Employers have an obligation (or at least a guideline) to facilitate part-time employment for those who want it. I'm not aware of any obligation to facilitate full-time.

    I am not sure they have to offer it to part time staff ,but I imagine they have to let you apply.
    Now where they stand on notifying you about a postion to apply for is another matter.
