cable coming out of ground? what is it?

    We have a development where an end property has an aerial for TV and it has one of those small square wireless receiver boxes on it. However, there is a black cable (same size as a power cable) that comes directly out of the path next to the building and runs up towards this aerial. Its very hard to see if its directly associated with them or just disappears into the building. There are dedicated service boxes for all TV and comms across the development.

    What kind of cable would just do this? What kind of installer would put this in. Doesn't seem to make sense. Can anyone shed any light on the matter or offer guidance. There re no service manholes anywhere near this cable either. It runs under a path which looks like it was channelled out and re-concreted and then under a green and road. The only thing near is a street light! Has an owner tried to get free power?
