When does the planning contribution to the local council need to be paid. As it is a fair bit of money do they want that money prior to any building beginning?

You will most likely get offered a discount of anything up to 10% if fees are paid within 28 days of submission of site commencement notice...

Otherwise you may enter into a 48 monthly repayment setup..an intial deposit then leave them monthly.

Can help enormously especially as fees aren't allowed to be tacked onto a mortgage.

Technically speaking, prior to construction, but most LA's will allow a phase payment scheme. But it depends on how much you owe as to how long they will allow the phasing, ie. you cant repay 10k over 10 years!

No. The levy is triggered by the lodgement of a commencement notice.
