back wheel, some side to side movement

I've renovated an old 20 year old Reynolds 501 tubing roadbike (it's my 48km/day commuter at the moment).

It rides perfectly, apart from one thing, the rear wheel has some minor vibration (side to side movement),

I gave a good clean to both wheels , changed the bearings, re greased them. Front wheel is perfect, rear wheel not quite perfect

If I tighten the cones any more on the rear wheel, it's too tight, and the wheel wont rotate freely...........they are as as tight as they can be.

Is this a common problem in old freehub wheels ?

Is there anything I can do apart from getting a new wheel ? I wouldn't be skilled enough to replace the hub.
