I want to paint a room from scratch.. the ceiling/walls/skirting and window board are all new and in a bare state.
To do this job properly what is painted first. How do I prepare the walls /ceiling for final coat etc.

    Thanks in advance.

Assuming wall plaster has dried out properly, give walls and ceilings a quick once over for grit and plaster splashes, do any sanding and filling needed.
Then apply mist coats on new plaster, (thinned out emulsion to a consistency a little thicker than dairy cream) this will prime plaster and show up areas that need further filling and sanding. Get another thicker coat on and then prime all new wood in the same way, starting with thin coat and gradually thickening coats as you go.
Paint walls again. Depending on coverage they should be coming towards finishing.
My preference is to bring all wood to final undercoat stage, finish ceiling, then put finish coat on walls then gloss out all woodwork.
    Hope that makes sense.
