More ram and a clean minimal install of windows would probably help but to be honest I'd look at buying a new or second hand pc with higher specs.

You could buy a new much higher speed/spec pc for little these days or get a good deal on a second hand pc on adverts.ie

Not sure if I can link specific adverts but there are good deals like these for little cost.

A dual core pc with an older 18" monitor for €180

A quad core pc with a 22" full hd monitor for €350 (He said he'd take €300 for it. That's a steal.)

I wouldn't pay 180 for an e6700 system. It's very easy to get a Core 2 Machine with 2GB of ram+ for 50-60 euro on adverts or ebay, I buy a lot of them.

Considering the complete specs of the system it's a good price and you could probably get him down to €150.

The quad system at €300 is great though. There may well be better deals up there with newer hardware. I just grabbed 2 examples.
