VAT on Exports

    Hi, just wondering if someone can clear this up for me. If for example you are exporting goods within Europe, say the UK and the customer is VAT registered, you don't charge VAT. However if the customer is not VAT registered, is there are requirement to charge VAT? Similarly, if exporting outside the EU, to for example Norway, what are the VAT implications.?
    All advice would be greatly appreciated.
