NCT fail - low idle emissions

I had my 99 Mazda 323 in for its NCT this week and it failed on low idle emissions. It has approx 125,000miles done.

    The details are:
    Engine/Oil tem: 94C
Low idle CO: 2.99% (fail above 0.50%)
    710rpm, HC 289ppm

    High Idle Lambda 1.00
    2930rpm CO 0.13% vol%
    HC 51 ppm

The car had a service (oil / filter change) back in about May / June.

Interestingly it failed the NCT on low idle emissions 2 yrs ago (passed last yr). The details of that test are:

    Engine/Oil Temp = 94C
Low idle (720rpm) CO 0.72 vol% (fail is above 0.50%)
HC 152ppm (fail is above 0ppm)

    High idle (2940rpm) Lambda: 1.00 - pass
    CO: 0.13 vol% - Pass (fail is above 0.30%
HC: 78ppm - Pass (fail is above 200)

When it failed in 2011 it was 6000km overdue for a service, and it passed after the service ( Engine/oil temp:59c
Low idle (690rpm). CO 0.44 vol% (fail is above 0.50%))

A comment was made on a thread I had at the time about the high engine temp on the first test in 2011 and I note from the NCT this time, the temp on the engine was the same (94c) I drove it for probably around 30min on the motorway before the test and it went straight after I arrived at the test centre.

I quickly spoke to my mechanic and he said that the CO reading was really high on the low idle and hes going to look at it the week after next for me, but any ideas in the mean time?
